Health Insurance for Veterans: VA vs Marketplace Plans

February 7, 2026

As a veteran, you have earned access to health care through the Department of Veterans Affairs — but VA coverage may not always meet every need for you or your family members. Understanding how VA health benefits compare with ACA Marketplace plans can help you build a comprehensive coverage strategy that leaves no gaps.

Understanding VA Health Benefits

The VA health care system provides a wide range of medical services to eligible veterans, including primary care, specialty care, mental health services, and prescription medications. Eligibility and the extent of benefits depend on your Priority Group, which is determined by factors like service-connected disabilities, income level, and military service history. Veterans in higher priority groups (1–5) generally receive more comprehensive benefits with lower or no copays, while those in lower priority groups may face higher out-of-pocket costs.

One important consideration is that VA coverage is not technically health insurance — it is a health care system. This means it satisfies the ACA requirement for minimum essential coverage, but it is limited to VA facilities and approved community care providers. If you live far from a VA medical center or need services the VA does not readily provide, access can be a challenge.

When a Marketplace Plan Makes Sense

Many veterans find value in supplementing VA care with a Marketplace plan, especially in the following situations:

  • Family coverage: VA benefits apply only to the veteran, not to spouses or dependents. A Marketplace plan can cover your entire family under one policy.
  • Broader provider networks: If you want the flexibility to see any in-network doctor or specialist without referrals through the VA system, a private plan offers that freedom.
  • Geographic access: Veterans in rural areas may find it easier to access local providers through a Marketplace plan than to travel to a VA facility.
  • Faster scheduling: While the VA has made improvements, some veterans still experience longer wait times for specialty appointments.

Can You Have Both?

Yes — veterans can absolutely use both VA health care and a private insurance plan simultaneously. There is no rule preventing you from enrolling in a Marketplace plan while maintaining your VA eligibility. In fact, having both can give you maximum flexibility: use the VA for service-connected care and prescriptions, and use your private plan for other medical needs or for family members. If your income qualifies, you may also be eligible for premium tax credits that significantly reduce the cost of a Marketplace plan.
